Project Overview

The assignment focused on strengthening access to debt financing for renewable energy (RE) and energy efficiency (EE) investments in Malaysia. It addressed the barriers that can prevent commercially viable clean-energy projects from progressing to bankable transactions, with particular attention to commercial solar installations and industrial energy-efficiency retrofits.

Scope of Services

Market and institutional barrier analysis — Conducted a gap analysis and investment-climate diagnostic covering financial bottlenecks, bankability constraints, institutional capabilities and barriers affecting the scale-up of RE/EE lending.

Green project eligibility framework — Developed standardized screening and eligibility criteria to support consistent identification, categorization and preliminary assessment of qualifying clean-energy investments.

Financial appraisal models — Prepared financial evaluation approaches for lenders to assess project cash flows, repayment capacity, sensitivity to key assumptions and lending risks associated with commercial solar and industrial EE investments.

Blended finance and risk mitigation guidance — Produced guidance on the possible roles of concessional capital, guarantees and other risk-sharing mechanisms in mobilizing commercial financing, subject to applicable program and lender requirements.

Financial institution engagement — Tailored the tools and guidance to the decision-making needs of commercial banks, development finance institutions (DFIs) and local non-bank financial institutions (NBFIs).
